The Russian Premier Liga supported the Russian Football Union's initiative to carry out a comprehensive reform of football in the country.

RPL format

The clubs heard a report from HyperCube on a new RPL format, which was presented by the head of the company, Peter Nieuwenhuis. The proposed structure, called Jupiter-16, includes two stages. In the first stage, 16 teams play 24 matches, while in the second stage, the participants are divided into two groups: the top six play 10 matches, while the remaining 10 teams play nine matches.

Following the results of the speech, the participants of the meeting thanked the developers for their great and informative work, while noting that the Jupiter-16 format needs further elaboration on a number of fundamental issues related to the growth assessment of the cost of media, the principles of sporting fairness and the preparation of the calendar.

The RPL clubs instructed the President of the League Sergey Pryadkin and a task force formed from club representatives to develop and propose alternative options for the RPL format.

The RFU, RPL and HyperCube will return to the discussion within a month.

Limit on foreigners

Clubs and the RPL have come out in favour of easing the limit on foreign players. A task force will be organized in the RPL to develop proposals on quantitative and qualitative criteria for foreign players and to determine when to bring changes into force.

Homegrown players

The General Meeting approved the RFU's proposal for homegrown players. This included the introduction of a minimum for RPL squads of six under-21 homegrown players from any club in the country plus two from the club in question from the 2022/23 season, and a subsequent adaptation to four under-21 national homegrown players and four homegrown players from the club itself to be implemented at a later date.
