On 20th of November at the House of football an extraordinary General meeting of the members of NP RFPL took place. The negative trendencies related to the misbehaviour of fans during the matches of SOGAZ-Russian Football Championship and priority measures for improvement of the safety at the stadiums were discussed.

Following the results of meeting it was decided to apply to the authorities of the Football Union of Russia with a suggestion to approve at the meeting of the Executive Committee of FUR some amendments to the regulatory documents.

Premier League clubs were commited to the fact that result of the match should be determined only on the football field.

At the General meeting the executives of the clubs decided that the tickets for the matches should be sold only upon presentation of a passport. That would help to identify those who commit offences in the stadiums. In addition, a proposal was made to oblige the away playing club to sale tickets to the guest-sector (before the home playing club was responsible of that). Therefore the club belonging of the offending person will always be easy to know. Also the participants of meeting worked out a proposal to invest the Control and disciplinary Committee of FUR with authority to disqualify for the hooliganism not the whole stadium but only some sectors.

In addition decided to bring the article of the Disciplinary regulations of the FUR in the part related to the intervention of third parties in the consecution of the match, in accordance with the regulations of the UEFA.

The General Meeting approved the application to the Head of Ministry of Internal Affairs Vladimir Kolokoltsev about the bringing of offenders to justice by Policy (under article «hooliganism») with automatic bringing to trial.
