According to RFS site, four groups were formed as a result of a draw of XXV International junior football tournament in a memory of the first FIFA Vice President Valentine Granatkin.
Group A: Czech Republic, Ukraine, Azerbaijan, Lithuania.
Group B: Greece, Slovenia, RUSSIA, Latvia.
Group C: Turkey, Finland, Iran, Kazakhstan.
Group D: Belgium, Italy, Saint-Petersburg, Belarus.
To remind, 16 junior teams (players born in 1995 or earlier) fight for the trophy. The tournament will be held from 5th to 13th January 2013 at Saint-Petersburg.
Games will be held daily from 12:00 to 21:00 on the pitch of Peterburgsky Sports and Concert Complex. On the final day of the tournament some matches will be held in the Palace of sport games "Zenit" that will be used for training during other days.

At the second stage the teams that will take the 1st and 2nd places in their groups, and two teams of three that will take the third places with the best performances will play for the places from the 1st to the 8th by the "play-off" to full allocation of places.
The best teams from those occupying the 3rd places are determined by the following factors:
- on the largest amount of points;
- on the ratio of scored and missed goals in all matches;
- on the greatest number of goals scored in all matches;
- in case of equality of all these indicators - by a draw;
Grid of play-off games is formed on the basis of the ranking of the preliminary stage results. Teams are allocated from the 1st to the 8th places by the following factors:
- on the largest amount of points;
- on the ratio of scored and missed goals in all matches;
- on the greatest number of goals scored in all matches;
- in case of equality of all these indicators - by a draw;
Teams that will take the 4th places and the worst team from those occupying the 3rd places will play for places from the 9th to the 12th by the "knock-off" to full allocation of places.
