FUR approved foreign players limitation

On Tuesday, 16 December, a press-conference of the FUR President Nikolay Tolstykh took place in the House of Football. It was related to the results of the FUR Executive Committee ordinary meeting.

- Executive Committee fulfilled the task of the FUR Conference and took decision on the following questions: analysis of the Russian football good governance system, results of the all-Russian professional competitions season change to “autumn-spring” system; current limitation for the foreign players.

Executive Committee took a decision to keep the current system of competition – “autumn-spring” – till 2018 inclusive for RFPL and FNL clubs. Regarding PFL competition, a proposal was introduced to study the “spring-autumn” opportunity if the sports principle (the promotion\relegation of the teams between the leagues) and integrity  of the competition is kept. Heads and representative of the professional leagues jointly with corresponding FUR division will study this matter and will offer to the FUR ExecCo options for competitions organization with keeping all the conditions.

As for the foreign players limitation, ExCo approved that as of 2015-2016 season for participation in the Russian Football Championship the RFPL clubs can register 25 players, not more than 10 of which can be foreign. Moreover the limitations on the number of foreign players on the pitch at the same time during a match were cancelled. In the FNL Premiership, as of season 2015-2016 for participation in the competitions the FNL clubs can register up to 5 foreign players, up to three of which can be on the playing field during match. For the football clubs, which left the RFPL during the season, this number will be as follows: up to 10 foreign players in the players list for the season, up to 5 foreign players in the line-up and up to three foreign players on the pitch at the same time during match.

According to the ExCo proposal, RFPL and FNL football clubs will have to send not less than 1% of their income to the children sports school development.

The finance condition of the FUR was evaluated as unsatisfactory. FUR Administration got the task to form an Anti-Crisis Committee and work out the regulations of its functioning in the nearest future.

Proposal of creation of the special aimed fund for supporting youth and grassroots football, the founder of which will be the FUR, was unanimously supported.

Amendments were made to the list of Russian football veterans, who receive personal allowances of FUR and a decision was taken on the application to the Sports Ministry regarding awarding some certain players with Master of Sports merit.

Other issues mentioned in the Agenda today were moved to the FUR ExCo next meeting in January.

Before the ExCo meeting we also congratulated National Amputees Team of Russia which won the Champions of the World title. We would like to express our most sincere congratulations to the team, players and coaches. FUR together with Sports Ministry will take part in all official events related to the Amputees National Team of Russia celebrations and awards.
